The server is always right, so your client snaps to the server's position. This is called ball "correction" and it's the #1 complaint in Rocket League networking.

Yes, but not because of console vs PC performance. Cross-platform play increases the matchmaking pool, which means the game can find you a match faster — but it may put you on a less optimal server. By disabling it, you restrict matchmaking to your platform, which often means the game finds a closer server for PC players specifically.
